Depends on who you talk to. I say the work just fine for most people. By most I mean 99.99% of people. People use to race on them, actually they are pretty popular for people that want a nice wheel but don't feel like paying 1500 dollars+

Well if it inspires confidence. I see more people riding on Rotas at an autocross then I do Volk, Work, SSRs, and Gram Lights combined! I think I have only seen one set of Volks and that was on a Porsche. I have seen at least 3 or 4 sets of Rotas at one event.
Nothing wrong with Rotas, I just wish they were a bit lighter! I would recommend some other brands for you as well(same price range) but you have the dreaded 5x108 bolt pattern!

I don't know if that is worse or better. . . either way, Rota has the Grids in that bolt pattern, in 16x7! Don't know if they sell it in America though.

I don't HREs seem like a shady company. Yeah they make high end wheels but are they as good as Volks and stuff. . . I don't know. Go on your forums and find a wheel thread. The FT86 boys have a really good one.

Your list will build and you will have no idea what to do. You COULD also get racing steelies with a super low offset. Some companies make it in any bolt pattern! They look awesome, but you may need flares. . .

HRE? shady? you clearly don't know what you're talking about. I'm literally listening to a podcast with them right now on The Smoking Tire. They have their wheels TUV approved by their own choice. Honest trustworthy companies will show you exactly how the put their wheels together.
Theres no standard in the US to rate wheels for their structure which is why failures like this happen because cheep knock off Chinese and Philippine rims hit the market here.

Oh HRE's don't break like those Philippine wheels? Or the fact they were banned from racing use. Well go on then. . . They might be quality wheels, but they have had their problems in their past. Plus they are ungodly expensive when you could buy a wheel that has all its qualities plus more for much much cheaper.
Oh and Rotas are being used by lots of race teams. . .

meh, just buy used instead. wait it out for the perfect set. My Works Cr Kai 18s were a steal at 1k with worn tires, not even a single rock chip. If you have them for years, i think it makes you feel better haha.
